HTA has a long tradition in Switzerland. The Medical Technology Unit of the Federal Social Insurance Office Switzerland / MTU of SFOPH has been working in this field for twenty years and nowadays is Switzerland's leading institution in HTA for decision making.
MTU's main task is to review new procedures and procedures which have to be considered as "contestable or controversial" in terms of their clinical effectiveness, appropriateness and efficiency. Assessments are based on the "Manual for Standardisation of Clinical and Economic Evaluation of Medical Technologies" (free copies available at adress below). The result is then presented to the Federal Commission for General Health Insurance Benefits. Upon examination by the commission, FSIOS submits recommendations to the Swiss Minister of Home Affairs, who has the authority to take the final decision on introducing or canceling medical technologies from the purview of the Swiss Social Health Insurance Law (Basic Health Insurance, mandatory for all Swiss inhabitants).
